MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 1 SEPTEMBER 2025 @ 7.00PM.

PRESENT; Cllrs D Whitehouse, J Gray, B Williams, A White, S Hill-Andrews and clerk G Simpson, also District Cllr T Hesketh and County Cllr R Robinson.

Public Forum.

            No members of the public present.

25/032] Chairman’s welcome.

            The Chairman opened the Council meeting welcoming those present.

25/033] Apologies for absence and acceptance of any reasons given.

            No apologies received.

25/034] Declarations of interest and applications for dispensations.

            None.

25/035] Conformation of minutes of the meeting on 14 July 2025 as a true record.  

            It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.

25/036] Clerk’s report on outstanding matters.

            The Clerk reported all approved payments have been made and the interest on the savings account is to be reduced again. The people who awarded the grant from the GDF community fund for the speed signs had requested copy invoices and proof of payment which have been provided.  After a lot of correspondence with Jo Trotter at LCC, the appointment of Cllr Hesketh as a trustee for the Anne Bolle’s Foundation has finally been approved.  The Charity Commission will be updated and the annual return submitted.  LALC have requested all councillors contact details be added to their portal so the regular newsletters can be sent direct as some clerks do not appear to be passing them on.  The clerk asked if councillors were happy to have their contacts added or did they wish to continue as at present with the clerk forwarding all correspondence and all agreed to continue the current arrangement.  There were no volunteers to act on the LCC public rights of way asset survey.  From 14 October windows10 will no longer be supported and the council laptop is not compatible for the upgrade.  The clerk was instructed to get quotes for a new suitable laptop.

25/037] Chairman’s report.

            The Chairman reminded Cllr White the hedge along from the Village Hall was nearly ready for a trim.  Footway maintenance on Strubby Road is due to take place this month which will mean road closure of the A157 at certain times.  The extension of the speed limit on the A157 has yet to be implemented and Cllr Robinson was asked to investigate the hold up.

25/038] Reports from outside bodies.

            Cllr Robinson highlighted some of the aims of his Party since the election which included trying the fight the national grid pylons and sub-stations proposed for our area, the preferences for the reorganisation of local government and looking into new technology for improving our roads.  Currently potholes are not necessarily being filled with compatible material.  Also, they are trying to stimulate Mablethorpe by promoting tourism.  He thanked Cllr Hesketh for his efforts in fighting the GDF.

Cllr Hesketh outlined his preferences on local government reform and gave details of sessions set up for face-to-face consultation on the issue.  The fight against the pylons will be difficult to win so we need to ensure we get as much money as we can through compensation deals.  He would like to see a footpath all the way from Maltby le Marsh to Mablethorpe and advised to check if footpaths were on the definitive plan on the LCC site.

25/039] Financial matters.

            The current financial report was presented and the bank reconciliation was approved.   It was resolved to make payments; Clerk expenses £36.00, D Whitehouse engraving £15.00, J Gray newsletter £59.80, R Aldrich GM as per contract.

25/040] Garden Competition.

            Adam at Woodthorpe GC had again been the judge and a letter of thanks for their continued support and sponsorship should be sent to show our appreciation on behalf of the village.  The winner was “Timsah”, runner-up “Bramble Corner” and presentations will be made at the October coffee morning.

25/041] Village seats.

            Cllr White had carried out an inspection and thought moving seats would be difficult because of the way they were secured in position.  However, he did think the seat at the bus stop could be refurbished with the use of power tools and offered to get the work done when he had labour available for just the cost of the paint.  Three other seats will be looked at.

25/042] Reorganisation of councils in Lincolnshire.

            This is being done to save money over the coming years but it is not yet clear what will happen to all the building when the District Councils are abolished and, as seems likely, replaced by two larger county councils with a north/south split.  You can participate in the consultations but proposals must be in soon for Central Government to decide the final outcome.

25/043] Planning.

            The application at Old Mill Farm for a domestic wind turbine was approved on 14 August.

25/044] Confirm date of next meeting.

            The date of the next meeting was confirmed as 10 November 2025.
