MINUTES OF THE ANNUAL MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 12 MAY 2025 @ 7.00PM.
PRESENT; Cllrs D Whitehouse, B Williams, A White, J Gray, S Hill-Andrews, along with District Cllr T Hesketh.
Public Session.
No members of the public were present.
25/001] Election of Chairman.
Cllr Whitehouse was nominated for Chairman, proposed by Cllr White, seconded by Cllr Gray, and resolved.
25/002] Delivery of declaration of acceptance of office.
Cllr Whitehouse signed the declaration of acceptance of office as Chairman, witnessed by the assembled members.
25/003] Election of Vice Chairman.
Cllr Gray was nominated for Vice Chairman, proposed by Cllr Whitehouse, seconded by Cllr Williams, and resolved.
25/004] Apologies for absence and acceptance of any reasons given.
Clerk G Simpson sent apologies as he was in hospital, Cllr Gray to record notes in his absence.
25/005] Review of standing orders, code of conduct, financial regulations, asset register, general data protection and risk management.
It was resolved to make no changes to the documents at this time.
25/006] Diary of meetings for the coming year.
The following dates were agreed; 14 July, 1 September, 10 November, 12 January 2026, 9 March 2026 and 11 May 2026.
25/007] Declarations of interest and applications for dispensations.
None.
25/008] Confirm draft minutes of the meeting on 10 March 2025 as a true record.
It was proposed, seconded and resolved to accept the distributed notes as the minutes, signed by the Chairman.
25/009] Chairman’s report.
The Police camera van has been observed four times since the last meeting. The Charles and Diana seat near the old post office, where people wait at the bus stop is now in a very poor condition. It has been repainted twice recently but needs taking back to bare metal and possibly powder coating. Cllr White will ask Ben Walker if his powder coating machine is large enough to accommodate the whole seat and if so, get a quote. The Chairman would like a letter of grateful thanks for her service sent to outgoing County Councillor Noi Sear who worked very hard on our behalf.
25/010] Reports from outside bodies.
Cllr Hesketh also gave thanks for all Noi sear’s service and her ability to get things done. He hoped that the incoming County Cllr Ruben Robinson will attend Parish Council meetings on a regular basis. Cllr Hesketh said that although disappointed he was unsuccessful in his own candidature for the County Council he is happy to remain a District Councillor for anther couple of years and his Councillor Grant has increased to £4000. He is talking to Village Hall committee member Derrick about replacing the back door and fitting a new step into the kitchen from the back door. The parish council may apply for some funding to have the C&D seat renovated if necessary.
25/011] Review insurance cover and renewal.
It was noted the renewal quote from Zurich for the same cover was slightly cheaper than last year and it was resolved to accept the quote.
25/012] Financial matters.
- The internal auditor, John Clarke, has completed his audit of the accounts with a clean bill of health, many thanks. He completed and signed the Annual Internal Audit Report.
- Annual Governance & Accountability Return;
- The Annual Governance Statement 2024/25 was studied before proposal of acceptance, seconded and resolved with the Chairman signing the document.
- It was then proposed, seconded, and resolved to accept the Annual Accounting Statement for 2024/25 and duly signed and dated.
- It was proposed, seconded, and resolved to submit a certificate of exemption 2024/25 from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015.
- The period for the Notice of Public Rights for an exempt authority was set to run from 3 June to 14 July and would be displayed on the noticeboard and published on the website.
- The current financial statement and bank reconciliation were accepted. It was noted the precept of £4800.00 had been received with £4600.00 transferred to the instant access savings account.
- Resolved payments; Zurich Insurance £255.32, and R Aldrich GM £199.00.
25/013] Speed Signs update.
The posts for the speed signs should be up by 23 May with the signs being fitted shortly after. There was approval for the extension of the 30mph limit out towards Strubby a short while ago, awaiting implementation.

No new applications received.
25/015] Correspondence.
