draft minutes 14 July

MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 14 July 2025 @ 7.00PM.

 

PRESENT; Cllrs D Whitehouse, J Gray, B Williams, A White, S Hill-Andrews and clerk G Simpson, also District Cllr T Hesketh.

Public Forum.

            No members of the public present.

25/016] Chairman’s welcome.

            The Chairman opened the Council meeting welcoming those present.

25/017] Apologies for absence and acceptance of any reasons given.

            Apologies received from County Cllr R Robinson.

25/018] Declarations of interest and applications for dispensations.

            None.

25/019] Conformation of minutes of the meeting on 12 May 2025 as a true record.  

            It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.

25/020] Clerk’s report on outstanding matters.

            The Clerk reported all approved payments have been made including LCC for erecting the poles for the speed signs and Elan City for the actual speed signs.  A VAT reclaim for the signs has been submitted.  The speed signs were added to the insurance on 29 May at no extra cost.  The last newsletter has been published on the website and on 30 May the 2024/25 Annual Governance & Accountability Return, and associated documents, were published as required by legislation.  The Certificate of Exemption was submitted to the External Auditors. The new County Councillor, R Robinson, was sent the form regarding being added as a Trustee for the Anne Bolle’s Educational Foundation but no response currently received, and as he was unable to attend tonight’s meeting it will be sent again as we have already missed the first deadline.

25/021] Chairman’s report.

            The Chairman reported seeing the Police Camera van in the village on 8 July, good to see it was still attending after the instillation of the speed signs.  The Vice-Chair also see it in attendance a few days after the speed signs were erected.

25/022] Reports from outside bodies.

            Cllr Hesketh reported there will be no more payments from the nuclear waste community fund now the project has finished.  He has moved emphasis to tackle the National Grid project but thinks there is little chance of stopping it.  However, he will ask East Lindsey what they intend to do about it, what rates will be generated and how will the compensation be allocated.  The reorganisation of the County Councils is currently being debated with different opinions from the various District Councils put forward, but Central Government will have the final say.  He went on to highlight some of the grant funding available to our region.

 25/023] Financial matters.

            The current financial report was presented and the bank reconciliation was approved.   It was resolved to make payments; Clerk expenses £36.00, D Whitehouse £35.98 (padlocks) and R Aldrich GM £240.00

25/024] Garden Competition.

            Notices had been put up to advertise the competition and the judge, Adam, expected to visit in mid-July.  You do not have to submit an entry; all will be considered.

25/025] Speed signs.

            The Lincolnshire Road Safety Partnership (LRSP) advised where the signs should be placed and arranged for LCC to erect the poles.  On the 29 May Graeme Butler (LRSP) came and quickly positioned the signs on the poles and calibrated them, it just needed 2 padlocks to secure them so that they can not be easily removed.  They seem to be working well with a noticeable positive effect and with the extended warranty we should be set up for a few years.

25/026] Village seats.

            The Chairman suggested swapping the seat from near the old telephone box to the bus stop if that seat could not be economically repaired.  Cllr White is to investigate the possibility.

25/027] National Grid, Grimsby to Walpole.

            People were encouraged to attend any of the local information events or register for the online presentations and let their feelings be known.  Alternatively, you could sign up for Victoria Atkins (MP) partition.  There are considerable sums of compensation being set up, so much per km of cable and for each substation, to be paid over 15 years.  Have your say on how this should be allocated.

25/028] Lincolnshire Police briefing session 23 September.

            No councillors expressed a wish to attend so the clerk was asked to tune in on the night.

25/029] Planning.

            An amendment for the application at Old Mill Farm has been received but it was agreed to make no comment.

25/030] Correspondence.

            The following was noted; National Grid, Clerk & Councils Direct, Lloyds Bank.

25/031] Confirm date of next meeting.

            The date of the next meeting was confirmed as 1 September 2025.
