minutes 1 July

MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 1 July 2024 @ 7.00PM.

PRESENT; Cllrs D Whitehouse, J Gray, B Williams, A White, and clerk G Simpson, also County Cllr N Sear, District Cllr T Hesketh and one member of the public.

Public Forum.

            John Alldridge informed the Council that he wished to stop producing the quarterly newsletters with immediate effect although he would still provide some photographs if required.  The Chairman thanked him for his 10 years plus service which had been greatly appreciated by the community.  There followed discussion about various options of how to proceed in the future.

24/016] Chairman’s welcome.

            The Chairman opened the Council meeting at 7.09pm welcoming those present.

24/017] Apologies for absence and acceptance of any reasons given.

            After the meeting Cllr Hill-Andrews sent his apologies, he was attending another meeting which ran longer than expected.

24/018] Declarations of interest and applications for dispensations.

            None.

24/019] Conformation of minutes of the meeting on 13 May 2024 as a true record.  

            It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.

24/020] Clerk’s report on outstanding matters.

            The Clerk reported he had sent the agreed meeting dates for the year to Cllr Hill-Andrews for booking the room with the Village Hall Committee. The email received regarding the tree preservation order at Oak Mere was forwarded to Cllr Hesketh for further investigation.  All approved payments had been made and £3000.00 transferred to the savings account.  The exemption certificate had been sent to the external auditors, receipt confirmed, and all the necessary Annual Return forms were available on the Council website.  Last Thursday the clerk had attended a virtual meeting with Lincs Police and East Lindsey parish councils as part of a six-monthly program, a recording of which will be available to members shortly.

24/021] Chairman’s report.

            The Chairman has been informed the Garden Competition will be judged on the week commencing 15 July.  Cllr White was asked to trim the hedges along from the Village Hall and thanked for locating the village sign buried in the hedge on the approach from Beesby, which he would also clear. The Chairman has arranged for a free CPR training session, tomorrow at 2pm, with a Community Resuscitation & Training Officer through EMAS and up to 20 people are expected to attend.

24/022] Reports from outside bodies.

            Cllr Hesketh reported ELDC are to consider offering training for parish councils regarding planning applications and what are, or are not, appropriate comments.  He still has some funds available from his Ward Grant if anyone has any suitable schemes ongoing.  A test of support regarding the proposed GDF at Theddlethorpe has been called for in the next 12 months by a group of Town Councils, with support from the local MP.

            Cllr Sear reported results of her enquiries regarding the stretch of footpath on Strubby Road which was not micro-surfaced.  It does need more major reconstruction and will be included in other works in the future if funds allow.  Major work on Maltby Straight is due to start mid-October and it will be shut for 10 weeks, residents will receive a letter explaining the full procedures to be put in place.  Various mobile Banks are coming to Mablethorpe on different days providing some banking facilities.

24/023] Financial matters.

            The current financial report was presented and the bank reconciliation was approved.   It was resolved to make payments; Clerk expenses £36.00 and R Aldrich as per contract for May/June.  The interest rate on the savings account will fall by 0.3% on 27 July.

24/024] S & E Lincs Climate Action Network.

            The letter from South & East Lincolnshire Climate Action Network regarding reducing courier deliveries by siting a parcel pick-up point at the Village Hall was discussed.  Due to the linear nature of the Village, it was thought to be not appropriate and the clerk was instructed to respond accordingly.

24/025] Public Space Protection Orders.

            The current Public Space Protection Order which prohibits dogs from certain areas expires on 5 November 2024.  The Council chose not to request any additional proposals for the renewal.

24/026] Tree Preservation Orders.

            The Chairman thanked Cllr Hesketh for pursuing the matter of the proposed felling of 4 mature oak trees at Oak Mere with the appropriate department.  Councillors struggled to understand the reasoning behind decisions to allow the building of a property on a site with a tree preservation order when years down the line you allow the trees to be felled to prevent subsidence of that property!

            No new applications to discuss.

            The date of the next meeting was confirmed as 2 September 2024.
