MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 13 NOVEMBER 2023 @ 7.00PM.
PRESENT; Cllrs D Whitehouse, B Williams, A White, and clerk G Simpson, also District Cllr T Hesketh. County Cllr N Sear arrived at item 23/045.
Public Forum.
There were no members of the public present.
23/039] Chairman’s welcome.
The Chairman opened the Council meeting at 7.05pm welcoming Cllr Hesketh and thanking Cllr Gray for chairing the last meeting in his absence.
23/040] Apologies for absence and acceptance of any reasons given.
Apologies for absence had been received from Cllr Gray and Cllr Hill-Andrews. County Cllr Sear had advised she would be late arriving.
23/041] Declarations of interest and applications for dispensations.
None.
23/042] Conformation of minutes of the meeting on 11 September 2023 as a true record.
It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.
23/043] Clerk’s report on outstanding matters.
The Clerk reported all approved payments had been made and a letter of thanks sent to Adam at Woodthorpe GC for their continued support of the Village Garden Competition. Robert Aldrich had been asked to repair the gutter on the bus shelter at Hodgetoft Lane and give the whole area a good trim-up. He had recently replied the issues were in hand and work would soon be completed. The Chair of the Village Hall Committee had requested the Council to supply a letter of support for their GDF Community Partnership Fund grant application, which the clerk had happily produced. Notices advertising grant applications from the Anne Bolles Educational Foundation had been published locally. The Police are holding an online session on 5 December when they will engage with local parish councils, highlighting their work and answering submitted questions.
23/044] Chairman’s report.
The Chairman thought the pile of rubble from the demolished building on the roadside at the old Crown Inn was becoming a bit of an eyesore and would seek out who was responsible for it. The village footpaths were supposed to be repaired in September and resurfaced in October but little has happened. The clerk was asked to investigate when this would be done. The Chairman thanked the Village Hall Committee for organising an excellent remembrance service. A resident of Stoneleigh Farm Drive had been in touch unhappy about the works being carried out at the development behind their property and he would arrange a meeting with them to investigate further.
23/045] Reports from outside bodies.
Cllr Hesketh reported he has attended coffee mornings in the village getting to know some of the local people. He went on to describe how he has already provided over £3000 of funding for this ward including contributions to the Village Hall for a new fire alarm and repairs to the floor and door. The Councillor is attempting to become a member of the GDF Community Partnership and is submitting a motion to the District Council calling for a referendum on the proposed GDF facility within the next 12 months.
Cllr Sear reported Mablethorpe may be getting a new NHS dentist. Resurfacing of the A1104 between Mablethorpe and Maltby le Marsh is in a queue of works to be completed in the County and could be as late as 2025/26, but she is still pressuring for an earlier resolution. There are grants available for properties damaged in the floods after the recent storm.
23/046] Financial matters.
The current budget report was presented and the bank reconciliation was approved. It was resolved to make payments; Village Hall room hire for the year £54.00 and annual precept payment £292.00, R Aldrich GM as per contract. The proposed budget for the coming financial year was discussed and it was resolved to increase the precept by £100 to £4600.00.
23/047] Local plan settlement details.
The District Council had asked the parish council to confirm their current details held regarding Maltby le Marsh settlement in the local plan. After going through the list councillors strongly disputed the shop at Oham Lakes being classed as a food shop, thinking it best classed as a bait and tackle shop. The public house is also not open every day. The clerk was instructed to submit these opinions to the appropriate authority for their consideration, hoping this would lead to a reclassification for the village.
23/048] Planning.
The application N/112/02071/23, leisure facility at the Willows, was discussed and it was not clear what changes there were to the already approved plans. It was agreed to submit a neutral no comment.

The date of the next meeting was confirmed as 8 January 2024.
