MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 11 SEPTEMBER 2023 @ 7.00PM.

PRESENT; Cllrs J Gray, B Williams, A White, S Hill-Andrews and clerk G Simpson, with Cllr Gray in the Chair.

Public Forum.

            There were no members of the public present.

23/027] Chairman’s welcome.

            The Chairman opened the Council meeting at 7.05pm.

23/028] Apologies for absence and acceptance of any reasons given.

            Apologies for absence had been received from Cllr Whitehouse and County Cllr Sear.  Cllr Hesketh sent belated apologies the next morning. 

23/029] Declarations of interest and applications for dispensations.

            None.

23/030] Conformation of minutes of the meeting on 10 July 2023 as a true record.  

            It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.

23/031] Clerk’s report on outstanding matters.

            The Clerk reported all approved payments had been made and the latest newsletter published on the website.  Cllr Sear had passed on a request to extend the 30mph speed limit further along Pinfold Lane but it did not meet the criteria set by Highways and was refused.  Footway light pole 20 was reported as flashing, now not working at all, and has been investigated with work scheduled but no timetable.  Re-registration of the Anne Bolle’s Educational Foundation with the new Charity Commission set-up has been achieved but the new site is not yet up and running, so it has not been possible to submit the Annual Return at present.

23/032] Chairman’s report.

            The Garden Competition had been judged by Woodthorpe GC with the winner, Dovecote House (Mr & Mrs Clarke), presented with the trophy and vouchers on the 12 August.  Runner-up was “Timsah” and thanks again to Woodthorpe GC for their continued support and sponsorship.  The bus stop opposite “The Willows” does now have a notice on the pole but it is just a QR Code, we will attempt to get a proper timetable displayed.  The children’s school bus pick-up point had been moved from the bus shelter at Hodgetoft Lane to the Turks Head for no apparent reason.  After representation to LCC and the bus company this decision has now been reversed.  The guttering on the bus shelter needs repair and the whole area could do with a spruce up.

23/033] Reports from outside bodies.

            There were no representatives present.

23/034] Financial matters.

            The current budget report was presented and the bank reconciliation was approved.  It was resolved to make payments; Clerk expenses £36.00, R Aldrich GM as per contract for July/Aug, Cllr Whitehouse for engraving garden cup £15.00.

23/035] Planning.

            It was noted N/112/01001/23 Turks Head had received full planning permission, but there was no information about the enforcement investigation at the Turks Head regarding use of land as a caravan site. The old Service Station had approval of a s73 application.  A neutral no comment had been submitted regarding N/112/01540/23 Corner House.  There was discussion about application N/112/01719/23 land adjacent to Puddington and it was noted that this new application was for a 2-storey dwelling rather than a single storey already approved at that site.  As there appears to be no windows on the second storey overlooking neighbouring properties it was agreed to submit a neutral no comment.

23/036] Highways survey.

            The council had received notice of a LCC survey on local roads and footpaths and because of the time constraint the Chairman had filled out the survey and printed a copy of his responses which was passed around the councillors.

23/037] Correspondence.

            The following was noted; Clerk & Councils Direct, Lloyds Bank and Sunshine Gym Equipment.

23/038] Confirm date of next meeting.

            The date of the next meeting was confirmed as 13 November 2023, followed by the Annual Anne Bolles meeting.

 

           There being no further business the meeting was closed at 7.47pm.
