MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 13 MARCH 2023 @ 7.10PM.

PRESENT; Cllrs D Whitehouse, B Williams, A White, S Hill-Andrews and clerk G Simpson, along with County Cllr N Sear and District Cllr S Harrison.

22/071] Chairman’s welcome.

            The Chairman opened the Council meeting thanking everyone for their attendance.

22/072] Apologies for absence and acceptance of any reasons given.

            Cllr J Gray sent apologies for her absence.

22/073] Declarations of interest and applications for dispensations.

            None.

22/074] Conformation of minutes of the meeting on 9 January 2023 as a true record.  

            It was proposed, seconded and resolved to accept the distributed notes as the minutes, signed by the Chairman.

22/075] Clerk’s report on outstanding matters.

            The Clerk reported all approved payments had been made and Mr Aldrich had been advised of his successful tender for the next 3 years grass cutting contract.  Mr Alldridge had been sent the link for bus timetables and Mr Proctor had been sent scheme details for cleaning work provided by Cllr Sear and two Village Hall grant schemes which the Clerk had received.  Royal Mail had been approached regarding the loss of the post box at the Crown but after a lengthy discussion the representative could not find reference to it and would make further investigation, but no update has been received.  Vendor information for Anglian Water has been provided and an account set up but we are waiting for a valid purchase order before an invoice can be generated.  Details of the Pride in East Lindsey scheme were discussed.  Light 20 is now expected to be connected some-time in April with ELDC blaming the power company for further delays!

22/076] Chairman’s report.

            The Chairman was pleased to have seen the Police Camera van present on 28 February and hoped it would continue to appear regularly.  He still has some “slow down” stickers if people would like to add them to their pink bins.  He has also approached the GDF Community Partnership regards the availability of grant funding for our village signs project but it is early stages yet.  The condition of the A1104 to Mablethorpe is still a major concern with the summer season fast approaching.

22/077] Reports from outside bodies.

            Cllr Harrison reported they had managed to get a new post box in Saltfleetby, so there may be hope at the Crown.  The District Council tax was increasing but a major concern was the portion been paid to the Drainage Board (70%) which looks likely to increase further next year. Talks with the government are ongoing as not all districts have Drainage Boards to fund.  She encouraged organisations to submit grant applications to the GDF Community Partnership and thought the Village Hall roof project would be a good candidate.

            Cllr Sear reported she was still chasing for improvements to the A1104, but in the mean time it is hoped to impose a temporary 40mph speed limit.  The lollipop lady was still present at the crossing in Mablethorpe!  At the GDF site in Theddlethorpe there are also other storage proposals being considered.

22/078] Financial matters.

            The current budget report was presented and the bank reconciliation was approved.  It was resolved to make payments; Clerk expenses £38.44, ICO renewal £35.00 and in April LALC subs £151.63.

22/079] Local Elections on 4 May 2023.

            Councillors were advised of the nomination papers for the parish election in May and the timetable for submitting them by hand, by appointment at the new Hub in Horncastle.  Forms and guidance for correctly filling them in can be obtained from the ELDC website.  To vote at the Polling Station you will be required to provide photo ID.

22/080] Planning.

            It was noted N/112/02451/22 Sapphire House had received full planning permission.  Comments on N/112/00141/23 land adjacent to Greentiles had been submitted. 

22/081] Date of Annual Council Meeting.

            After debate it was agreed to hold the Annual Council Meeting on Monday 22 May 2023.

22/082] Correspondence.

            The following was noted; Clerk & Councils Direct, Lloyds Bank, Pension Regulator.
