Minutes 11 July

MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 11 JULY 2022 @ 7.00PM.

PRESENT; Cllrs D Whitehouse, B Williams, S Hill-Andrews, J Gray and clerk G Simpson, along with County Cllr N Sear, District Cllr S Harrison and 46 members of the public.

Public Session.

            There were prolonged debates about the planning application at Rose Marie for 96 caravans and lodges, lasting over an hour.  Residents were advised to register their objections making sure they were material planning considerations.  The Chairman agreed the parish council would contact LCC Highways and Anglian Water to register their concerns.  After these discussions Cllr Harrison advised those present of various new services available with the NHS in the region.  At 8.07 members of the public started to disperse, Cllrs Harrison and Sear also left the meeting.

22/017] Chairman’s welcome.

            The Chairman opened the Council meeting after the prolonged public session at 8.13pm.

22/018] Apologies for absence and acceptance of any reasons given.

            No apologies.

22/019] Declarations of interest and applications for dispensations.

            None.

22/020] Conformation of draft minutes of the meeting on 9 May 2022 as a true record.  

            It was proposed, seconded and resolved to accept the distributed notes as the minutes, signed by the Chairman.

22/021] Clerk’s report on outstanding matters.

            The Clerk reported all approved payments had been made and our contractor had been advised the path work near the bus stop has been approved, to be done at his convenience.  Full planning permission has been granted at Elder Farm and comments submitted regarding applications at plots 2 and 4 Hodgetoft Lane and at Rose Marie, main Road.  An email was submitted to the new Chair at ELDC and the Leader of ELDC regarding the poor service being delivered to the village but no response received.  The problems with the precept payment had been passed to Cllr Harrison as requested along with the presentation from the Theddlethorpe GDF.  The certificate of exemption was submitted on 16 May and all documents regarding the Annual Return have been published on the council website.  Several items from various organisations have been added to or updated on the website.

22/022] Chairman’s report.

            The Chairman reported Oham Lakes do have a defibrillator on site.  Two more welcome letters have been delivered to newcomers in the village.  The Police camera van has made more visits to the village, at least one of which was during the evening.  The footway light on the corner which was demolished in a RTA has finally been replaced, with 2 other concrete poles being replaced at other sites in the village.  Work has started on the entrance to the site adjacent to the old Crown Inn and bus shelter.  Oham Lakes are to stop selling newspapers.  The judging of the Garden Competition is due in mid-July and the hedge near the Village Hall could do with a trim.  The wording of the plaque to commemorate Philip Baildon was discussed and an example was penned for approval from the Village Hall Committee.

22/023] Reports from outside bodies.

            There were no reports.

22/024] Financial matters.

            The current budget report was presented and the bank reconciliation was approved.  It was resolved to make the following payments; J Alldridge £50.00, Clerk expenses £33.00 and R Aldrich GM £213.00.

22/025] Newsletters.

            Discussions were held regarding what happens when John Alldridge finishes later this year.  It was suggested he might include an item in the next edition asking for a volunteer to take over.

22/026] Theddlethorpe GDF Community Partnership.

            In forming the partnership there is one place available for someone from the parish councils within the search area.  The parish Chairmen are in touch with each other trying to decide how to proceed.  The information bus from the GDF Working Group did attend the Village Hall on 30 June and several people did attend.

22/027] Planning.

            Earlier discussions were noted and it was agreed to contact Highways and Anglian Water regarding application N/112/01103/22, Rose Marie.

22/028] Correspondence.

            The following was noted; Clerk & Councils Direct, Lloyds Bank, Glasdon Products and Littlethorpe Bus Shelters.

22/029] Date of next meeting.

            The date of the next meeting was changed to Monday 5 September 2022 at 7.00pm.  This decision was taken because the Council would be inquorate for the originally scheduled date.

 

There being no further business the meeting was closed at 9.06pm.
