minutes 13 September

MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 13 SEPTEMBER 2021 @ 7.00PM.

PRESENT; Cllrs D Whitehouse, B Williams, A White and clerk G Simpson, along with 1 member of the public and County Cllr N Sear.

Public Session.

            Thanks were expressed for the new speed sign on Beesby Road.

21/027] Chairman’s welcome.

            The Chairman opened the Council meeting at 7.07 pm.

21/028] Apologies for absence and acceptance of any reasons given.

            Apologies from Cllr J Gray and District Cllr S Harrison.

21/029] Declarations of interest and applications for dispensations.

            None.

21/030] Conformation of draft minutes of the meeting on 12 July 2021 as a true record.  

            It was proposed, seconded and resolved to accept the distributed notes as the minutes, signed by the Chairman.

21/031] Clerk’s report on outstanding matters.

            A note of thanks had been sent to Mr Thorndike regarding the seat restoration.  Mr Aldrich had been asked to tidy up the area around the seat near the old phone-box and this work has now been done.   Both LRSP and Roisin Mullee had been contacted asking for the mobile speed camera to be deployed in the village and a request for accident statistics for our area was submitted. The offer from LRSP for new speed signs was accepted.  All approved payments had been made but there were additional expenses incurred buying cable ties for the new speed signs, engraving of the Garden Competition Cup (both appear on the Clerk’s expenses) and a fault with the defibrillator battery pack meant an order for a new one had to be submitted promptly (and paid for in advance), however there was a long waiting time of at least 12 weeks for a replacement due to world-wide shortages.  Delivery is expected in November.  

21/032] Chairman’s report.

            Two more “welcome to Maltby le Marsh” letters had been delivered to new residents and seemed to be well received.  Further investigation of the hedge causing an obstruction to the entrance to the Churchyard shows it belongs to the owner of the Church and not Mr Morton.  However, the owner of the church is not about at present but Mr Morton had offered to cut it back.  Also, Mr Morton would make sure the access was kept clear for funerals when advised by Mrs White.  The Garden Competition winner was “Shepherds Dene” receiving the Anne Graves cup and £25 garden voucher form Woodthorpe Garden Centre, with runner-up “Back to Front” receiving a £20 voucher.  The Council greatly appreciate the continued support shown by Woodthorpe Garden Centre in sponsoring and judging the annual event.  Thanks were expressed to Cllr White for trimming the hedge near the Village Hall.  The bus shelter near the old Crown Inn is somewhat overgrown and it was agreed to ask Mr Aldrich to cut it back.

21/033] Reports from outside bodies.

            Cllr Sear reported a shortage of bus drivers was causing problems with some school runs.  More money was being made available for Louth Hospital to improve services.  The Cllr was to meet a new highway manager for our area on 15 October to discuss the ongoing issues with the A1104.  Consultations regarding the proposed waste nuclear dump at Theddlethorpe were ongoing and a public vote was expected in the next 4-5 years but currently it was unclear exactly who would be included in that vote.

21/034] Financial matters.

            The current financial report was presented and the bank reconciliation was approved.  It was resolved to approve the following payments; J Alldridge £50.00, R Aldrich GM £213.00, G Simpson £394.79.  The earlier payment to Safelincs of £99.59 was noted.

21/035] Councillor resignation.

            The Chairman had received the resignation of Cllr Baildon due to his ongoing health problems.  During his relatively short time as a parish councillor Philip has proved invaluable chasing such issues as Broadband, even getting on local television, raising funds for the defibrillator and addressing many road-safety issues like potholes and speeding, helping to get extensions to the speed limits locally and the attendance of a mobile speed camera in the village.  He will be sadly missed.  The clerk has reported the casual vacancy to the Returning Officer.

21/036] Footway Lights Update.

            Light numbers 15, 27 and 30 had been reported to ELDC as not working.  An update on pole 20 which was knocked down last November showed it will be re-sited the other side of the road but there was a delay getting the appropriate permits.  It is hoped to be in place by this winter.  Also, poles 13 and 21 (concrete) are to be replaced shortly, although there may be a problem accessing 21 as it is in the middle of a hedge.

21/037] Speeding measures update.

            The new speed notices were delivered on 3 August and some of the old signs had now been replaced.  The collision data requested had been provided.  Steve Batchelor, senior manager LRSP, reports a slight injury collision on 14 May classified as speed related now qualifies Maltby le Marsh as a mobile speed camera enforcement site.  It is expected enforcement will commence soon.

21/038] Planning.

            Comments regarding the tree at Snowdrop Cottage had been submitted.  Application N/112/01759/20, Maltby manor Cottage, was withdrawn on 1 September 2021.

21/039] Correspondence.

            The following was noted; LCC transport strategy, Elancity Products, Lloyds Bank statements, Clerk & Councils Direct.

21/040] Date of next meeting.

            The date of the next meeting was confirmed as 8 November 2021 at 7.00pm.
