minutes 9 March

MINUTES OF THE REMOTE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD VIA THE ZOOM PLATFORM ON TUESDAY 9 MARCH 2021 @ 7.30PM.

PRESENT; Cllrs D Whitehouse, B Williams, A White, P Baildon, J Gray and clerk G Simpson.  Also, County Cllr G Cullen, District Cllr S Harrison and 1 member of the public.

Public Session.

             No session scheduled due to the time limit of 40 minutes for the meeting to be completed and no questions had been previously received.

20/055] Chairman’s welcome.

            The Chairman opened the meeting thanking all for their prompt attendance.

20/056] Apologies.

            No apologies received.

20/057] Declaration of Interests and applications for dispensation in relation to DPIs.

            Cllrs Williams and Baildon declared they were members of the Village Hall Committee regarding the request for funding.

20/058] Notes of the meeting held on 5 January 2021 to be approved as minutes.

            It was proposed, seconded and resolved to accept the presented notes as the minutes of the previous meeting, signed by the Chairman Cllr Whitehouse. 

20/059] Clerk’s report on matters outstanding.

The clerk reported all approved payments had been made and the precept form for 2021/22 had been successfully submitted.  Janet Richmond had been removed from the bank mandate.  ELDC had been made aware footlights 28, 29 and 31 were not working, however this is not classed as priority under Covid regulations.  Mr Aldrich had been contacted regarding the outstanding footpath clearance work on Strubby Road and he hoped to have it completed shortly, but as yet there was no confirmation of this.  At present, the Government has not extended the period for allowing remote meetings which is due to end on 6 May and as such NALC are advising councils to carry out as much work as possible before the 7 May so that less face-to-face meetings will be required should the period not be extended.  A concerned resident had been in touch regarding Facebook comments about a proposed RV Park at School Farm, but the Council has not received any notifications from ELDC regarding this property and there is no reference to it on ELDC planning site.

20/060] Chairman’s report.

            The Chairman reported he had handed out some revamped “Welcome to Maltby le Marsh” letters to new residents in the village.  The local bus timetable has changed and he recommended checking before planning journeys, a link to latest changes can be found on the parish council website.

20/061] Financial Matters.

The budget report had been provided and the bank reconciliation was accepted.  Applications for funding from LIVES and the Village Hall Committee for safety equipment connected to litter picking were discussed and after debate it was proposed, seconded and resolved to award the Village Hall a grant of £75.00 and the LIVES request was declined as it could not be guaranteed to go to the local branch.  Payments resolved for approval; G Simpson £351.42, R Aldrich GM £104.00 as per contract + £6.00 for cleaning noticeboard (+ £96.00 footpath clearance work when completed), Village Hall £75.00, ICO £35.00 and in April LALC £146.72, J Alldridge £50.00.

20/062] Reports from Outside Bodies.  

            Cllr Harrison stated ELDC had passed its annual budget and both Skegness and Mablethorpe had been successful with their bids to the Town’s Fund, being granted around £48 million between the two.

Cllr Cullen also reported LCC had passed their annual budget but government funding for pothole repairs had been reduced and local councils were being encouraged to lobby their MPs on this issue.

20/063] Planning.

            All residents are encouraged to take part in the Issues and Options consultation on the East Lindsey Local Plan, it is your chance to have a say on local planning policy.  The consultation document can be found on the ELDC site and although it is quite a long document you don’t have to complete it all, just what concerns you most will suffice.

Notification of proposed tree work in a preservation area at Grange Farm has been received, but after inspection councillors wished to raise no objections, clerk to advise.

20/064] Safety Together Coordinator – East Lindsey (office of the PCC).

            The clerk had been contacted by Roisin Mullee, the East Lindsey coordinator of the Safety Together Team, a section of the office of the Police and Crime Commissioner.  A Zoom meeting was arranged between Roisin, the Chairman, Cllr Baildon and the Clerk as an introduction to this new role and a chance for the Council to express it’s concerns regarding the speed of traffic through the village especially after the recent spate of accidents.  Several possible actions were discussed and Roisin advised she would pursue those that were thought most appropriate, including more use of the flashing police sign used previously and more speed checks.

20/065] Date of Annual Parish Meeting.

            Councillors agreed to hold a remote Annual Parish Meeting via Zoom on 6 April 2021 at 7.30pm.

20/066] Date of next meeting.

            The Council agreed 4 May 2021 as the date for the remote Annual Council Meeting.
