Meeting 14 July

MINUTES OF THE REMOTE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD VIA THE ZOOM PLATFORM ON TUESDAY 14 JULY 2020 @ 7.30PM.

 

PRESENT; Cllrs D Whitehouse, B Williams, A White, P Baildon and clerk G Simpson.

Also, Cllr G Cullen, S Harrison and 1 member of the public.

Public Session

             No session scheduled due to the time limit of 40 minutes for the meeting to be completed.

20/010] Chairman’s welcome.

            The Chairman had difficulty connecting so joined the meeting via telephone connection to get the meeting started slightly late.  He thanked all for their remote attendance.

20/011] Apologies.

            No apologies had been received before the meeting; however, Cllr Richmond contacted the clerk next morning apologizing she had been unable to get a successful connection to the meeting.

 20/012] Declaration of Interests and applications for dispensation in relation to DPIs.

            None

20/013] Notes of the meeting held on 19 May 2020 to be approved as minutes.

            It was proposed, seconded and resolved to accept the presented notes as the minutes of the previous meeting, signed by the Chairman Cllr Whitehouse. 

20/014] Clerk’s report on matters outstanding.

The clerk had made all the approved payments from the last meeting and had submitted the AGAR exemption certificate to the external auditors.  The notice of public rights (exempt authority) has been published and the Anne Bolles’ Annual return has been submitted.

20/015] Chairman’s report.

            The Chairman advised users of the post box at the Old Post Office that collections were being made earlier than advertised.  Our grass cutting contractor continues to maintain the designated areas during the present crisis doing a good job, however the waste bin in the churchyard was overflowing and the bus shelter near the former Crown Inn was surrounded by a mountain of leaves.  Council agreed that the clerk should contact Mr Aldrich to see if these matters could be addressed during his next visit.  The iron seat at the bus stop near the old Post Office was in a bad state, very rusty compared to the others which were refurbished at the same time in 2017.  Council agreed for the clerk to contact Mr Thorndike for his observations and see what can to done.

20/016] Financial Matters.

The financial statement, quarterly budget report and bank reconciliation were accepted as presented.  Payment for approval resolved; R Aldrich GM £213.00

20/017] Reports from Outside Bodies.  

            Cllr Harrison reported ELDC were ticking over holding remote meetings to ensure council business continued to function as appropriate for the current times.  She was an EL representative on the County Health Scrutiny Panel and steps were being taken to reduce cancer treatment waiting lists, but it may mean some patients have to travel further for their treatment.

Cllr Cullen reported LCC were holding similar remote meetings and the budget had been done.  Locally, the main problem had been the suspension of the bus service by StageCoach due to lack of use.  Having received many complaints, a reduced service to Louth (No 59) was now in place at 9.00am, 11.00am and 1.00pm with the last bus back at 1.50pm.  This is not very satisfactory and requires more advertising.

20/018] New LCC parish council website.

            The clerk had now received login details for the new site which is a blank template and the Council have to decide what to put on it.  The clerk has had an attempt to upload some items with little success and has booked on a refresher training course via remote means.  Hopefully this will help and he will report back to the Chairman after completing the training.

20/019] Planning.

            The Council had submitted no objections to tree work to be carried out under application EZY/0046/20/TPA to a tree at Bramble Corner.

20/020] Date of next meeting.

            The Council agreed to set 8 September as the date for the next remote meeting.  However, Council would consider meeting in the main hall if the situation changes in the coming weeks and would keep the situation under review following the advice of the national associations.
