Minutes APM 2020
Minutes of the Maltby le Marsh Annual Parish Meeting held on Tuesday, 10 March 2020 at 7.00pm in the Village Hall, Main Road.
1] The Chairman, Cllr D Whitehouse, welcomed Cllrs B Williams, A White, P Baildon, S Harrison, G Cullen, the Clerk and one member of the electorate to the Annual Parish Meeting.
2] Notes of the last meeting were resolved as the minutes, signed by the Chairman.
3] There were no reports on outstanding matters.
4] The Chairman of the Parish Council opened his annual report by again thanking his fellow Councillors for their support in the past year in particular Vice-chairman Brenda who despite a personally difficult year has always been keen to help and advise. The May elections saw all the parish councillors re-elected unopposed! Sandra and Graham were also re-elected to ELDC for their respective wards and we do appreciate their regular attendance at our meetings with Graham having a dual role as a County Councillor. Sincere thanks were also expressed to the Parish Clerk for all the work carried out on our behalf. Seven meeting were held in the year with an attendance record of 86%, so thank you for your time. As meetings are planned for the whole year, hopefully we can achieve 100% next year unless illness intervenes.
We have continued to pursue the footpath from Grange Leisure to Mablethorpe and it seems at long last it may be coming to fruition, one of our observant Councillors has spotted some activity.
The Turks Head remains open with new owners who I understand intend to serve food in the not too distant future.
Several planning applications have been considered in the year as well as an application to remove a field hedge and one to fell a tree. Responses were made accordingly though it does seem the policy of protected frontage has been abandoned without notice by ELDC, allowing even more houses to be built despite the fact that over 12 properties in the village are already up for sale.
The annual Garden Competition for the Anne Graves Cup was won by Sally Wilby of Braeside with Tracey and Rick Chapman of Willow Lodge runners up. Our thanks again to Woodthorpe Hall Garden Centre for their sponsorship and for carrying out the judging.
We continue to administer the Anne Bolles Educational Foundation. There were no grant applications this year.
Speeding in the village continues to cause concern and we have not been offered the Police sign this year. However, we do have a meeting later this month with Cllr Richard Davies, portfolio holder for Highways and Transport at LCC, and Philip has several ideas to put to him, hopefully some come to fruition. Philip has also had some success in getting respective bodies to fill their potholes, sadly it is a never-ending job.
Robert Aldrich continues to do excellent work keeping the Churchyard tidy and the grass areas and footpaths maintained. During the year the footpath near Oak farm was cleared and we are looking to do others. In conclusion, the Chairman thanked John Alldridge for his excellent newsletters and Jane Gray for auditing our accounts. Finally, he thanked Pearl and Brenda for keeping us refreshed!
5] The clerk reported the Council had again kept a tight rein on spending, coming in under budget. This has allowed the Council to keep increases in the precept to low levels, around 2% for the coming year.
6] The one member of the public had no issues to raise.
With no further matters put forward the meeting closed at 7.20pm.
