MINUTES OF THE MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON MONDAY 12 JANUARY 2026 @ 7.00PM.
PRESENT; Cllrs D Whitehouse, J Gray, A White, S Hill-Andrews, also County Cllr R Robinson.
Public Forum.
No members of the public present.
25/058] Chairman’s welcome.
The Chairman opened the Council meeting at 7pm and thanked those present for coming.
25/059] Apologies for absence and acceptance of any reasons given.
Apologies were received from Cllr Hesketh, Cllr Williams and clerk G Simpson.
25/060] Declarations of interest and applications for dispensations.
None.
25/061] Conformation of minutes of the meeting on 10 November 2025 as a true record.
It was proposed, seconded, and resolved to accept the distributed notes as the minutes, signed by the Chairman.
25/062] Clerk’s report on outstanding matters.
The Clerk was unwell but this afternoon had sent an email reporting all payments are up to date and the cash book balances the latest bank statement. The interest on the savings account is being reduced to 0.5% and he has submitted the precept claim for £5,000 as approved at the last meeting. With his ongoing health issues, he strongly suggests we renew efforts to find a replacement before September this year.
25/063] Chairman’s report.
The Chairman reported the police camera van has been seen again in the village.
25/064] Reports from outside bodies.
Cllr Robinson said that approximately 700 million pounds worth of savings have been found in the LCC budget. Some examples of waste were traffic light hire on every road work at over £600 per day, the procurement system and paying an excessive amount for energy per kilowatt. There will be £20 million over the next 10 years available from the LCC Levelling up fund and advised parish councils to consider applying.
25/065] Financial matters.
The current financial report was presented and approved. It was resolved to make the following payments; Village Hall £54.00 + £308.00, Clerk quarterly expenses £42.96
25/066] Grass cutting contract 2026/28.
Councillors considered tender for the grass cutting contract 2026 to 2028. Mr Aldrich’s tender showed only a rise of 2.5%, represents good value for money and he does a good job. It was resolved to accept the tender submitted by R Aldrich.
25/067] Theddlethorpe Flexible Generation Project.
Three councillors and the clerk attended an online meeting with representatives from the Theddlethorpe Flexible Generation Project for an explanation of what is being proposed for the site. It was decided that it would be more helpful to have another meeting later in the year when plans are further along and some choices have been made.
25/068] Defibrillator.
Cllr Gray reported the defibrillator has been checked with the battery and pads in date until May 2027. However, enquiries with the supplier confirmed that the machine is obsolete with spares orders backdated and no longer available from February this year. A letter showing comparison prices for a new machine has been circulated.
25/069] Village seats.
Cllr White reported repairs were on hold until the better weather arrives.
25/070] Planning.
The application for 4 bungalows instead of 2 houses next to Village Hall had been discussed and it was noted that the Parish Council’s comments submitted regarding road access to the plots had not yet been added to the ELDC website.
25/071] Confirm date of next meeting.
The date of the next meeting was confirmed as 9 March 2026.
